According to a U.S. official, the FBI has completed its investigation into the fatal shooting of Michael Brown. Although the Justice Department has not yet announced whether it will file a federal civil rights charge against former Officer Darren Wilson, many experts have said it is highly unlikely this will happen due to the high legal standard federal prosecutors would need to meet.
Attorney General Eric H. Holder Jr. will have the final say on whether the Justice Department will close the case against officer Wilson but it would be unusual for him to overrule the prosecutors, who are still working on a legal memo explaining their recommendation.
The Justice Department plans to release a report explaining its decision.
